Royal Doulton's range of character figures, developed under the creative direction of Charles Noke from the early twentieth century onwards, represents one of the most sustained and coherent programmes of ceramic figure-making in British studio history. Where the earlier HN figures drew heavily on theatrical and romantic subjects, the character studies that emerged from the 1930s and 1940s reflected a different ambition — the documentation of English street life and working-class type, rendered with affection and considerable modelling skill. "The Balloon Man," introduced in 1940 and assigned the number HN1954, belongs to this tradition. The figure depicts a familiar London street character — the itinerant balloon seller — and became one of the most popular and enduring figures in the entire HN range, remaining in production for decades after its introduction.

The figure depicts a seated elderly man resting on a wooden crate, wearing a long dark overcoat over a red waistcoat and blue checked neckerchief, with sage green trousers and black shoes. A soft-brimmed hat sits on his head. In his right hand he holds the strings of a bunch of balloons, modelled individually in the round and glazed in purple, green, yellow, orange and dark red. A deflated spotted balloon rests on the crate beside him. The modelling throughout is detailed and confident — the face in particular is finely characterised, with a calm, settled expression. The glazing is rich and even, with the high-gloss finish typical of mid-to-late twentieth century Royal Doulton production.

There are no chips, cracks, crazing or restoration. The figure is in mint condition throughout, with no wear to the painted details or glaze.
